Mohammed Mahuruf is an activist who defends the rights of socially and economically excluded people and communities.

He began his career in the mid-1970s as a teacher. His first entry into social work happened in 1980 through a community-based child rehabilitation project of Terre des Hommes (Switzerland) in Nuwara Eliya. Having developed an interest in humanitarian work, he joined the training team of Save the Children Fund (1989), followed by a career with Helvetas (1992–1998), initiating integrated rehabilitation and development projects in the war-torn areas of eastern Sri Lanka.

Mr. Mahuruf was co-opted to be a member of a Sri Lankan research study on 'Tourism and Child Prostitution' commissioned by the Ecumenical Coalition on Third World Tourism (CTWT) in (1988). In May 1990, he was among 63 people who gathered in Chiang Mai, Thailand, for the landmark consultation on tourism and child prostitution, which led to the creation of End Child Prostitution in Asian Tourism (ECPAT). He served as a board member at the initial stages of ECPAT and later, between 2018 and 2022, as a governing board member representing the South Asia Region. He is a co-founder of PEaCE/ECPAT Sri Lanka.

Mr. Mahuruf also represents Interpol’s Specialist Group on Crimes against Children. He went on to work with Novib, GTZ, and Cordaid (1997–2010). He has represented Sri Lanka on the People’s SAARC Steering Committee since 2007, playing a key role in hosting the People’s SAARC in Sri Lanka in 2008. He has founded a number of civil society organisations in Sri Lanka, for example the Peacebuilding and Development Institute in Sri Lanka and People's Space.

Mr. Mahuruf has been the Chairman of PEaCE since 2011. He made several key changes to the structure of the organization to allow ECPAT Sri Lanka to be the recognized organization it is today.
